FOR THE JUNE 4, 1999 MEETING The June 4, 1999 Executive EEO Council
meeting was hosted by Ms. Nancy Voss, Director of the Equal Opportunity
Office for the Corporation for National Service. Hay Group The presentation for the meeting was
provided by the Hay Group, a worldwide management consulting organization.
Their presentation was entitled "Measuring the Effectiveness of
Diversity and EEO Programs." Representatives from the Hay Group were
Jodi Simco, Ph.D., Kay Adams and Robert Ewan. The Hay Group was established in 1943 and
is one of the world’s largest organizational consulting groups specializing
in the management of people. The organization operates in 33 countries with
74 offices. They offer consulting services in areas such as: a. Employee Surveys b. Customer Satisfaction c. Culture Assessment d. Human Resources Planning e. Job Design f. Compensation Design g. Compensation Surveys h. Actuarial Services I. Selection and Assessment j. Performance Management k. Training and Development l. Organization Design m. Work Transformation n. Change Management o. Benefits Their practice areas as related to
Diversity include: a. Organizational Culture Measurement b. Diversity Assessment c. Customer Research d. Retention Studies e. HR Effectiveness f. Program Evaluation/EEO Training Programs g. Conflict Resolution h. Leadership/Team Development I. Emotional Intelligence Competency Models
(self awareness, self Competence, empathy and ability to
management behavior) They have provided services to organizations
such as the Air Force, Army, Dept. of Energy, IRS, NIH, U.S. Postal Service
and Bureau of Prisons. The Group indicated that they
determined that within Fortune 500 companies, approximately 54% measure the
impact of their Diversity/EEO initiatives. These outcome measures are
important in the Federal government as well because they ensure that what
gets measured is accomplished; assists in achieving GPRA goals and
strategies; assists in becoming valued business partners and demonstrates the
value of EEO/Diversity Programs (before and after). The seven principles for developing and
implementing effective outcome measures were identified and discussed. 1. Tie diversity and EEO outcomes to
GPRA goals and agency strategic plan. 2. Use a balanced scorecard framework. 3. Measure the right things. 4. Align people and resources to
performance outcomes. 5. Measure regularly. 6. Communicate the results. 7. Continue to improve and innovate
EEO/Diversity processes. The representatives also discussed
Emotional Intelligence (EI) which is the capacity for recognizing our own
feelings and those of others, for motivating ourselves and for managing
emotions within ourselves and with others. It is fundamental to how employees
work with other people. Behavioral research on more than 500
organizations by the Hay Group indicated that EI is twice as important as any
other factor in predicting outstanding employee performance. It accounts for
more than 85% of star performance in top leaders and it is EI - not IQ,
advanced degrees or technical experience that is the single most important
factor in the ability to build and sustain relationships. It can be learned
