Introduction
Ms. Delia L. Johnson, Co-Chair of
the Council and Director, Office of Civil Rights for International Broadcasting
Bureau, opened the meeting with a few remarks and then asked the attendees to
give their names, agencies, and positions. She thanked Bonita White, Director,
EEO Programs, DHHS, for sponsoring this meeting.
I-Complaints Dashboard Demonstration
Tom Lowrey,
Assistant Director for Customer Support at MicroPact, gave a demonstration on
the new dashboard feature of the I-Complaints system. This feature allows users to customize and
display various reports (including charts) in real time regarding their
complaints process. For example, managers can use the dashboard to track the
output of all EEO Specialists. The
ability to save the various customized reports and charts and to print them is
not available currently, but the MicroPact staff is working diligently to make
it happen. Mr. Lowrey
hopes that within a few years, MicroPact will be able to provide EEOC with data
on the complaints process for multiple agencies. The goal of the latter initiative is that by
going through EEOC, users will be able to compare the productivity of their own
EEO staffs with those of other federal agencies in real time (rather than at
the end of the year) – or at least with the average of multiple agencies. For example, if agency A wanted to know how
its average time to complete EEO investigations compared with the average time
at other federal agencies, the dashboard feature hopefully will be able to
provide it. For additional information,

Classification of EEO Jobs
Jorge Ponce, Co-Chair of the Council, discussed a meeting
that he convened between the Executive Board of the Council, EEOC
representatives from the Office of Federal Operations, and Angela Bailey,
Deputy Associate Director, Center for Talent and Capacity, OPM, and her
staff. The meeting
centered on a discussion of Ms. Bailey’s memo to HR Directors, dated March 26, 2009, announcing the issuance of a job family for the 1800 job series
(Inspection, Investigation, Enforcement, and Compliance Group). The memo placed all EEO Investigation jobs in
the 1860 – rather than where they are currently classified in the 260
series. Mr. Ponce indicated that OPM had
taken this decision without consulting the Council or the Office of Federal Operations
– as required by section 1-302 of Executive Order 12067. He then gave a historical overview of this
issue dating back to when Henry Romero, then Director of the OPM Classification
Division, agreed with the Council’s suggestion to designate a separate EEO family for EEO jobs – rather than splitting
Compliance jobs in the 1860 series and affirmative action/special emphasis
programs jobs in the 200 job family. Mr.
Ponce indicated that it was erroneous to classify the EEO jobs in the 200
family, considering that this belonged to HR jobs, and that EEO and HR had
different duties and responsibilities.
Moreover, there were important considerations to keep in mind for the
EEO profession. Ms. Bailey agreed to
prepare a draft letter, with the Council Executive Board’s input, to clarify to
HR Directors that the only EEO Investigation jobs that have to be classified in
the 1860 job series were those in the private sector (those in the federal
sector would remain in the 260 series), and to work with the Council and EEOC
to establish an EEO classification family.
Future MD-715 Reports
Delia Johnson indicated that the Council’s Executive Board
would meet the following week to finalize the letter that would be sent to EEOC
to improve future MD-715 reports.
