BIOGRAPHICAL STATEMENT
ERA L. MARSHALL
Ms.
Marshall is the Director of Office of Equal Employment and Minority Affairs at
the Smithsonian Institution. She is a
seasoned professional with more than 28 years of hands-on experience in the
areas of EEO and Civil Rights.
Ms.
Marshall graduated from Bradley University in Peoria, Illinois where she earned
a Bachelor of Science degree with tri-majors in Sociology, History and
Psychology. She earned a Master of Arts
degree in Human Relations and Education from Oklahoma University in Norman,
Oklahoma.
She
began her professional career as a high school teacher of human relations and
sociology. After earning her Masters,
she was employed as a sociologist in the Headquarters Department of the Army
where she managed the Race Relations Research Program. In that capacity, she oversaw the development
and implementation of research studies and reports which were used in the
development of programs, activities and race relations training at Defense Race
Institute contributing greatly to the Army’s success in its all-volunteer Army
effort and equal employment opportunity programs.
During
her twelve years of employment at the Department of Army Army, Ms. Marshall
served as a principal analyst to the Quality of Life for Military Personnel
study effort and to the development of the Army’s General Performance Appraisal
System for civilian personnel.
Ms.
Marshall was the National Federal Women’s Program Manager in the Department of
Transportation at the Federal Aviation Administration. Prior to becoming the Director of the Office
of Equal Employment and Minority Affairs at the Smithsonian Institution, she
was a Senior EEO official at the Nuclear Regulatory Commission, where she
managed the women’s program, developed and implemented diversity initiatives
and represented the agency throughout the country on EEO matters.
Ms. Marshall is imbued with
a wealth of training and experience in administration and management and
conflict resolution. She holds
certifications in the conflict resolution process, workplace conflict
resolution and Federal workplace mediation.
She is an active member of the Federal Dispute Resolution Conference
Advisory Board, The Council of Federal EEO and Civil Rights Executives and a
host of other public administration organizations.
