MAJOR DUTIES: Navy (Civilian Personnel/Equal Employment Opportunity)
(DASN(CP/EEO)) position is located within the Office of the Assistant Secretary of the
Navy (Manpower and Reserve Affairs) (ASN(M&RA)). The DASN(CP/EEO)
formulates and issues department policy guidance and direction of civilian personnel
and equal employment opportunity (EEO) programs for appropriated and
nonappropriated fund personnel. The DASN(CP/EEO) monitors and evaluates
civilian personnel and EEO programs to assure effectiveness and compliance with laws,
regulations, and guidance and policies of the Secretary of the Navy. The
DASN(CP/EEO) represents the ASN(M&RA) and is the principal point of
contact with cognizant policy-setting and operating officials throughout the
Department of Defense, Office of Personnel Management, Equal Employment Opportunity
Commission, other agencies, and private industry on matters affecting civilian
personnel and EEO. The DASN directs the work of an immediate staff and
provides specific guidelines and policy framework to the Director, Office of
Civilian Human Resources. QUALIFICATIONS REQUIRED:
MANDATORY TECHNICAL QUALIFICATIONS: These factors are required for the incumbent to perform the duties of the position. The
technical qualifications must be met to be rated eligible for this
position. Please address BOTH the mandatory and executive qualification
factors listed below:
1. Demonstrated experience in all aspects of civilian
personnel policy and operations. 2. Demonstrated ability to lead and manage a large, diverse
organization. 3. Demonstrated ability to represent and articulate the
position of an organization to high level governmental or other external
organizations. EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive
Service, and are in addition to the specific technical factors listed above. To
assess the executive experience of each candidate, applicants who are
applying for their initial career appointment in the SES must demonstrate, with
specific examples, how their experience is relevant to exercising
leadership in each of the five competencies. Current or former SES employees are not
required to address the ECQs. A concise executive summary must show where
and when the qualifications were obtained, the organizational setting in
which the experience was acquired, (e.g. organizational size, level, and
assigned fiscal resources), and a narrative discussion of the
qualifications.

BASIS OF RATING:
Applicants will be evaluated based on the quality and extent
of their experience, training, and/or education indicated on their
resume and responses to the technical and executive qualifications listed above.
Awards and supervisory appraisals may also be considered in the rating process.
PAY, BENEFITS, AND WORK SCHEDULE: CONDITIONS OF EMPLOYMENT: 1. Amendment - This amends the closing date of the announcement
from 02/05/2003.
2. Male applicants born after Dec. 31, 1959 must certify at
the time of appointment that they have registered with the Selective
Service System, or are exempt from having to do so under the Selective Service
law. 3. Selectees are required to participate in direct
deposit/electronic funds transfer as the standard method of payment. 4. Use of government franked envelopes to mail applications is
prohibited. HRSC Northwest will return applications received in this
manner. 5. Applications submitted via fax or email cannot be
accepted. 6. A drug test will be required. 7. PCS expenses will be paid. 8. Travel may be required. 9. A security clearance will be required. 10. Selectees are required to file a SF-278, Executive
Personnel Financial Disclosure Report.
Selectees may be required to obtain a security clearance, and
meet all certification requirements (depending on the position to be
filled) prior to appointment. Some positions may require successful completion
of a physical examination, agility test, pre-employment drug test, and/or
participation in the Anthrax vaccine immunization program if applying for an
emergency essential position. Selectees required to meet one or more of
these employment conditions before appointment will receive a tentative offer
of employment. An offer of employment may be rescinded if the selectee fails to
report to any of the scheduled appointments, fails the medical/agility/drug
test, lacks the certification requirements, or is unable to obtain a security
clearance. Incumbents of drug testing designated positions will be
subject to random testing. Drug test results will be provided to the employing
activity/command.

Filling of this position is not subject to the provisions of
the DOD Priority Placement Program (PPP) or the Interagency Career Transition
Assistance Plan (ICTAP). Veterans' preference does not apply to the SES.
