This announcement is open to Current Federal Employees.
Agencies are permitted to hire noncitizens only in very limited

Major Duties
The incumbent serves as the Director, HR Policy and Program Department in
the Office of Civilian Human Resources (OCHR) located at the Washington
Navy Yard. The department provides oversight, case processing, and
direction in such functions as staffing and placement, position
classification and position management, compensation, employee development,
and employee/labor relations. The incumbent develops civilian personnel and
Equal Employment Opportunity (EEO) policies and implementation strategies,
and assesses their effectiveness in contributing to the achievement of the
Department of the Navy (DON) mission at the Department, Command, and
Activity levels.
The Director, HR Policy and Program Department, serves as senior technical
authority for civilian personnel and EEO policy assigned to the OCHR staff,
and exercises authorities as delegated. The incumbent directly supervises
GS-15 level supervisors in the Executive Personnel & Leadership,
Staffing & Classification, and Labor & Employee Relations. The
incumbent provides policy guidance and centralized services in the
management of the DON Senior Executive Service positions and provides
advice, direction and support to the Navy-wide EEO and affirmative programs
by designing, developing, and promulgating programs to assist DON commands
and activities in meeting their EEO objectives. The incumbent serves as the
Vice Chair of the Civilian Leadership Board, and works with senior
representatives of the Office of Personnel Management, the Equal Employment
Opportunity Commission, other Federal agencies, and outside organizations
such as the International Personnel Management Association in conducting
the business of OCHR. The incumbent frequently serves as the DON
representative to senior level interagency and non-government groups
interested in developing or recommending wide-ranging civilian personnel
and EEO policies or legislative initiatives.
Qualifications Required
These factors are required for the incumbent to perform the duties of the
position. The mandatory technical qualifications must be met to be rated
eligible for this position. Please address BOTH the mandatory and
executive qualification factors listed below:
MANDATORY TECHNICAL QUALIFICATIONS: The incumbent is to
describe fully but concisely how his/her experience supports each of the
following technical factors:
1. Comprehensive knowledge of Federal human resources and EEO policies,
regulations and practices.
2. Knowledge of and experience in the development and implementation of
HR/EEO policies, programs and assessment strategies.
3. Demonstrated experience in leveraging HR information management
strategies and tools in the execution of policy and programs. :
EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the
leadership skills needed to succeed in the Senior Executive Service, and
are in addition to the specific technical factors listed above. To assess
the executive experience of each candidate, applicants who are applying for
their initial career appointment in the SES must demonstrate, with specific
examples, how their experience is relevant to exercising leadership in each
of the five competencies. Current or former SES employees are not required
to address the ECQs. A concise executive summary must show where and when
the qualifications were obtained, the organizational setting in which the
experience was acquired, (e.g. organizational size, level, and assigned
fiscal resources), and a narrative discussion of the qualifications.

How You Will Be Evaluated
Applicants will be evaluated based on the quality and extent of their
experience, training, and/or education indicated on their resume and
responses to the technical and executive qualifications listed above.
Awards and supervisory appraisals may also be considered in the rating
process.
