Minutes

 

July 24, 2001

 

Delia Johnson, Co-Chair, hosted this month’s meeting.  The meeting was held at the International Broadcasting Bureau, State Department Annex #44, Room 840, 301 4th Street, S.W, Washington, DC.  Ms. Delia L. Johnson and Mr. Jorge E. Ponce, Council Co-Chairs, convened the meeting at 1:30 PM. 

 

The following Council Officers were present:

            Robert J. Poindexter, Co-Secretary

 

Ana Ortiz, Council Co-Vice Chair, could not attend but was represented by Ms. Ruth Leichter, National Science Foundation.

 

There were 39 attendees/representatives present who introduced themselves and identified their agencies.  Delia Johnson, our Co-Chair and host, welcomed all attendees.  Delia also introduced the Council officers.

 

Following are the agenda items discussed:

Computer/Electronic Accommodations Program (CAP)

 

Delia Johnson opened the meeting by introducing Dinah Cohen, Director of the Department of Defense’s Computer/Electronic Accommodations Program.  Ms. Cohen spoke about the purpose of CAP and gave a rather informative presentation regarding the mission and vision of CAP, the success of the organization, as well as an overall update of future initiatives of the program. 

 

Ms. Cohen mentioned that CAP, as a result of the National Defense Authorization Act, was able to provide assistive technology, devices, and services to any department or agency in the federal government through an interagency agreement with agency heads.  The significance of this development is that federal agencies will now be able to provide reasonable accommodations to employees with disabilities at no cost to these agencies through September 30, 2001.  Forty-two federal agencies have partnered with CAP, and only two cabinet-level agencies have signed interagency agreements (the Departments of Commerce and Justice).  Ms. Cohen urged other federal agencies to sign interagency agreements with CAP.  Mr. Ponce asked if CAP had funds to provide the same services in FY 2002, and Ms. Cohen assured him that the funds were available.  However, she mentioned that federal agencies, which had signed interagency agreements in FY 2001, would have to sign another agreement in FY 2002.  She also stated that the CAP staff was willing to provide a presentation to any government agency upon request.

EEO Complaints Tracking System

 

Dr. Bob Fuller, CEO of Human Resources Technologies (HRT), Inc., and his team gave a demonstration of the EONet-CIV EEO Complaints Tracking System.

 

The EONet-CIV system is windows-based program management application built for managers/EEO Counselors at all management levels.  The system has been successfully deployed for the US Air Force for over three years.

 

EEO Managers can use this system for the following EEO related functions:

 

·        EEO complaints processing

·        Tracking client contacts

·        Informal complaints

·        Formal complaints

·        Alternate Dispute Resolution (ADR) management

·        Appeals process

 

This system can also notify EEO Managers of processing deadlines, as well as automatically produce related EEO forms, reports, and notices for an entire agency on a worldwide basis.

 

Most of the attendees present at this demo were particularly impressed with the ability of this system to spit out the EEOC 462 Report in matter of seconds and a minimal number of keystrokes.  HRT presented the opportunity for agencies to request a demo for the purpose of viewing the system for possible purchase.  Mr. Ponce asked for the total price of the system, but Mr. Fuller declined to give an estimate since he is working on getting the EONet-CIV on the GSA schedule.  Mr. Fuller hopes to have a price estimate in about eight weeks.

Amendments of the Charter (Special Elections)

 

Mr. Jorge Ponce introduced an amendment to the Council's charter regarding special elections of Council officers.  The intent of this new provision would be to ensure that all Council officers performed the duties of their elected office, attend the monthly meetings, and, if unable to attend these meeting, to send a representative.  After listening to several responses from the attendees, it was decided that the Council's Executive Committee would decide this matter and future amendments.  No vote or motion was entertained.

 

Federal Dispute Resolution (FDR) Conference (New Orleans, LA, Aug 12-17, 2001

 

Era Marshal, Council Co-Vice Chair, informed the attendees that members of the Council would be giving a presentation at the FDR Conference in the areas of managing diversity effectively and working relationships between OGC, EEO, and Labor and Employee Relations.

 

Delia Johnson informed the Council that she and Veronica Venture would also be speaking at the conference on settlement agreements.

 

The Council meeting adjourned at 3:00 PM with the next meeting scheduled for September 2001 (specific date to be announced).  Please note that there will not be an August meeting.
