MINUTES OF THE JUNE 2003 COUNCIL OF FEDERAL EEO AND
CIVIL RIGHTS EXECUTIVES
The meeting was held on June 17, 2003, at the Office of Personnel Management. Michelle Payton-Kenner, Acting Chief, Center of Equal Employment Opportunity, Office of Personnel Management, hosted the meeting.
Council Chairs Delia Johnson and Jorge Ponce welcomed everyone and outlined the agenda.

Office of Executive Resources Management, Office of Personnel Management (OPM), gave a presentation entitled the
OPM’s New SES Development Program (A Tool for Succession Planning). The trigger for this Program came from OPM
Director James’ desire to increase the diversity of the federal sector
workforce. A newly revamped President’s
Management Intern Program will target employees in the GS 9 through GS 12
levels; the Executive Readiness Program is designed for employees at the GS 13
through the GS 14 levels and for those GS 15s who did not make it to the
Candidate Development Program (CDP); and the CDP is designed for GS-14 who are
interested into making it to the SES ranks.
While the Program is structured for smaller federal agencies that cannot
fund these programs, there will be slots for all federal agencies. To view a PowerPoint presentation of the
