Thank you for staying in touch.  The memo (attached) has been approved and is being transmitted to agencies today.  I appreciate your comments and suggestions on the draft version of the memo, and we have incorporated much of your feedback.  Mostly importantly, based on the Council’s input, we revised the chart outlining the primary distinctions between the three series to clarify the primary work function of employees in the three relevant series:

• 0260 series investigate alleged EEO violat ions only within Federal Agencies
• 0360 series perform evaluation and compliance reviews of equal opportunity outside of the Federal Government
• 1860 series investigate alleged EEO violations outside of the Federal Government

Thank you for the email about the 0160 series as well.  This occupation involves social science research in the realm of Civil Rights; however, the work is sufficiently different from that performed in the new 1860 series, therefore we are not addressing it in the clarifying memo.
